All ECU both increase power, torque and increase the RPM limit.

For non engine swap cars, there may be a slight Performance Point (PP) difference as well as a slight performance difference between the Sports and Fully Customisable upgrades. The difference found will be a power / torque figure rounding calculation between both upgrades. Apart from this, applying the Sports Computer has identical performance as the Fully Customisable upgrade if you reduced the Output Adjustment to 99%.

For engine swap cars be vigilant when using this upgrade. You may find when upgrading the ECU the Performance Points (PP) will increase >7PP in cases. In these cases, the performance benefits of an ECU will not overcome the reduction in performance in other areas,  to accommodate for the increased PP.
