Tuning for all categories where tyres are limited to Sport Soft tyres, you will notice the Normal suspension will leave the car quite controllable majority of the time, not needing to be upgraded.
The Street and Sports Suspension are unnecessary upgrades. Both give no adjustability and in most cases they will increase Performance Points (PP). This will limit your overall performance, as you will have to limit performance in other sectors due to the increased PP from these upgrades.
Height-Adjustable Sports and Fully Customisable upgrades I would also consider as unnecessary upgrades. In majority if not all cases, Height-Adjustable Sports suspension is the least favourable in comparison. Compared to Fully Customisable suspension, Height-Adjustable Sports suspension has limited suspension adjustment options and depending on vehicle, increases PP more than Fully Customisable suspension.
Tuning for higher limit PP races, >600PP on Sports Tyres, Fully Customisable suspension should only be the considered suspension upgrade.
When increasing tyre grip to Racing Tyres, you may find weight shift is far too abrupt as the Normal suspension is not stiff enough to control the car weight. Fully Customisable suspension should be the first upgrade made to properly fix this issue.
As previously stated, Street, Sports, Height-Adjustable Sports suspension upgrades do not give sufficient performance gains for the PP increase. The only 2 upgrades that should be considered are, Normal or Fully Customisable suspension.
There are instances where the Normal suspension is stiff enough for you to drive the vehicle comfortably on Racing Tyres. However it will down to how much you will prioritise handling over power, braking performance, aerodynamics and weight.
