Toe Angle should be the last change made to any vehicle as it won't fix a fundamental handling problem within the setup. In short:
Negative Toe Angle (-)
Reduces corner entry understeer
Reduces mid corner oversteer
Positive Toe Angle (+)
Reduce corner entry oversteer
Reduce mid corner understeer
Negative Toe Angle (-)
Reduce mid corner understeer
Reduce corner exit understeer
Positive Toe Angle (+)
Reduce mid corner oversteer

In Gran Turismo 7 toe is useless and will only accelerate tyre wear with little to no benefits. Tyres on Gran Turismo 7 have a very basic tyre temperature model allowing for rapid temperature gain. Any amount of Toe Angle increases the slip angle of the tyre, which in turn increases tyre temperature and accelerates tyre wear even further.
You can replicate the effects of Toe Angle by turning in faster and or reducing steering angle faster on corner exit. In summary the best setting for all cars is always 0 front and 0 rear toe.
